I want to bike form Portland Oregon to LA California via hwy 395 what I want to know is if it was legal for you to bike on hwy 395 all the way down from Portland. Thank you for the help.

Probably legal, but there are likely better ways to do it.
I'm guessing you have already decided not to take the most popular cycling route -- down the coast.
In a few weeks, the American Cycling Association is going to publish their guide to the Sierra Cascades route, the inland route from Canada to the Mexican border:

Generally the ACA route is going to run a bit west of 395. It will get you very close to LA.

I have traveled 395 many times from LA to Reno. In Reno it becomes freeway and you would have to find your way around that section. I don't remember any signage about bikes so you will need to check. From there on you can ride it. Mostly it is a noce ride through Nevada. There are two winding canyons that you will have to negotiate. The road tends to be narrow with a some shoulder in the canyons. I have thought about riding it, but the canyon between Carson City and Bridgeport seems a little sketchy. Further south, after Olancha, you get into the desert and services are much more widely spaced.
there tends to be strong cross winds here in the Spring. When you hit 395/14 split, 14 is a better route into LA and there are roads that parallel it after Mojave, where it is more freeway like. Once in Lancaster/Palmdale you can take Sierra Highway into the Valley and hop on the Old Road and then Sepulveda or any other cross route that gets you where you are going. If you go the 395 route at the split, services are widely spaced and you will need to plan. From Four Corners to US 15 is a nasty section I wouldn't really want to ride. Knowing that the ACA route will be published soon I might wait to see how they route it. I know that going south it leaves 395 at Leevining and crosses over Tioga pass through Yosemite, travels the western side of the Sierras and crosses back over through Kernville/Lake Isabella and down to 14 north of Mojave. That is a much longer, but more scenic route.
