So you have no problem with your brake lever? If you do then its simply the allen-key (Hex) screw on the bace of the lever thats too tight. WELCOME TO THE FORUM :)

Welcome to the forum. I'm not the most intelligent mechanic on the planet, but my guess would be that you might need a new internal brake cable. Sometimes they get a bit corroded after time and lose their ability to slide back and forth without sticking. It's definitely happened to me before!
cable was not free and i unbound it and adjusted brakes from utube etc.. all is well now.
