you dont, it naturally wears off. if you konw what blueing is, anodizing is the same. ever wonder how guns get that blackish hue to them? its called blueing a chemical substance is melted onto the frame. same with anodizing.

its like blueing, its like paint, only it wont scratch off. its stuff, thats pretty much made part of the metal.

npoe thats chroming. when you anodize something you ususally do it black. its more anodizing is more like chroming then blueing, kinda both. the rims on my haro are anodized.

Anodizing is a chemical etching process where ink is added to some chemicals, the aluminum is dipped in the chemicals, then an electical charge is added to the chemicals which makes the dye adhere and PENETRATE the aluminum. There are annodizing kits available online if you ever are so inclined to try it yourself.
Chrome plating is different in that a very thin layer of chromium is adhered to the surface of aluminum. Unlike annodizing, the chromium does not actually penetrate the aluminum, but is kind of like powder coating in that the electrical charge pulls the chromium evenly around the metal where it hardens. Multiple layers of chrome plating provide tougher chrome usually. Annodizing multiple times really doesn't penetrate the surface of the aluminum any deeper using the same process. It's by using stronger chemicals/electricity that you get deeper penetration of the annodizing process.
Haro rims are most definitely NOT chrome plated, they are powder coated black, so it is durable, but it wears off relatively quickly.
Duralectric is much more similar to chrome plating, but with colors instead of silver.

It may be anodized, Haro has used rims that are powdercoated and rims that are anodized. Both ways don't improve braking at all.
The best way to do brakes and have a durable surface is by chrome plating or duralectric plating.
OH: To the point of the topic: Use Easy Off oven cleaner and a wire brush/steel wool to remove anodizing.

yeah, i did that already, and got all of it off. now, im putting my wheel back together, following the step by step guide on bmxtrix.com, kinda confusing but im getting there. :) well, yeah, where can i get my rims chrome plated?

You can't. Or at least you don't want to. If your rims aren't chrome plated, you WOULD go to a custom motorcycle shop and they can ship them out and have the rims plated for a couple hundred bucks.
Or, you get chrome plated rims brand new for 50 bucks a pop.

oh, ok. hey, do i need to have a spoke wrench to put a wheel together, cuz i need one and dont have one, just screw drivers and those vice grip thingys

Yes, you need a spoke wrench, and they are available at your LBS or WalMart or Target (not recommended to get those kinds though). Park spoke wrenches are under 10 bucks, just get the right size from your LBS and you're good to go.
