Advocacy & Safety - Are bikes considered pedestrians while on sidewalks in California?

I perhaps should have posted here and not in No. Cal blog site. I our area it legal (discouraged generally but some areas are just too advances for some riders to take the lane in heavy fast traffic, so some sections of sidewalk riding does occur.) Anyway, a recent severe injury case of a sidewalk rider brought this question up.
Every state that I could find that said anything specific considered bikers on sidewalks have rights and duties of a pedestrian. Hope someone has heard of a relevant bit of case law, since it not in Cal statutes. Thanks. Link :)

Sidewalks are for travelers who walk. What sort of other traffic is allowed on sidewalks is regulated by the local community, but in general terms if you're riding your bike on the sidewalk, you must yield to any pedestrians already there, and ride at pedestrian speed. You're a guest in pedestrian space, so be nice and behave appropriately.

I am in agreement with the poster that said for CA, it is left to local (city/county) regulation.

Not many cyclists yield the right of way to pedestrians in Orange County (Orlando, FL).

I walk mainly on N./S. Chickasaw Trail near the East-West Expressway for taking the bus and for walking to the grocery store. This Monday, I was walking home from grocery store. About a half way between an apartment complex and Valencia College Lane, I was almost got run over by the speeding cyclist talking in a cell phone and did not slow down to yield the right of way to pedestrian. When this happens, I run off the sidewalk like crazy and I stopped so close to the street that I was so mad at the cyclist for being so disrespectful to me. I walked calmly back to my apartment.

About a couple of months ago, I've been approached by two cyclists from behind. One cyclist closer to me let me know that they're coming through. I made preparations by moving to the right, slow down, and let the first cyclist pass me. Then, when I move back to the center while walking, a cyclist behind the first didn't let me know, so when this happens, the cyclist's right arm hit my left arm, which then my left arm swivels up and down like I'm acting silly (uh, can't stand it). So then I got freaked out and continue to walk back home (calmly).

I really don't like to jump into conclusions, but I've started to not respect cyclists who ride in the sidewalk and I don't want to yield the right of way to cyclists who ride in sidewalks.

To cyclists out there, if you want pedestrians to respect you, you should give the RIGHT OF WAY to pedestrians. If a pedestrian is deaf or hearing impaired and/or you can't get pedestrians the attention you need, why not you get off your bike, walk across the pedestrian, and get back on it and continue with your errands. Well, I'm not directing at you, sunnyvale, but I'm speaking out to cyclists who ride on sidewalks.

I must apologize if my last paragraph indicate that I've accused cyclists because of my disrespect. I'm trying my best to respect cyclists but this is not like that in Orlando.
