Here's an option for entry level track bikes. I'm not sure how long it's been available. I just noticed it.
The Schwinn Sprint (http://www.schwinnbike.com/usa/eng/Products/Urban/Fixie/Sprint/) is made of Reynolds 853 for those into steel. It has decent entry level components. It's a good option for those looking for a real track geometry*. It's also decked out with brakes for street use.
MSRP is $1000, but Performance has them for $850 with brakes and $800 without.
Not bad.
*Bikes with track geometry will handle better on the banks of the velodrome at higher speeds.
