i bought an old peugeot and after replacing tires and tubes i noticed what i thought was a flat spot on the wheel, i bought a new wheelset and it is still happening. i checked the tube wasn't bunched up or anything and i don't know what i could be other than another flat spot on my wheel, but its pretty coincidental that both wheels would have it.

any common problems that could cause this?

the tire is not seated evenly on the rim

maybe you're rolling over the same pothole? maybe your new wheelset needs to be retrued and tension relieved? maybe the tire is just not round. The flatspot is there without tires and tubes mounted?

I agree it may not be seated correctly. I'd deflate, fondle the tire while on the wheel for awhile and then reinflate. Alternatively, do you have a different tire to try on the new wheelset?
