The Royal Mail is set to phase out bicycles. Although the reasons for doing so have shifted from "modernisation" to "health and safety" it is suggested that the ability to deliver heavier loads may be the real one. In a letter to the Labour peer Lord Berkeley – which was read out in a House of Lords debate on 29 March – the outgoing chief executive said that bicycles "posed a wider safety risk associated with British street networks where the rider is exposed to greater risks than other vehicle users."
