Looking at his bike-want to make an offer; but don't want to insult or overpay. Seller isn't sure what to ask. What do you think? I has sew up rims...

Well, we don't get many Ron Kits here in the US, but I think you can consider it along the lines of a Holdsworth or perhaps a Bob Jackson...this seems to have some sort of 531 decal, but I can't tell if it's ALL 531...given the NR stuff it probably is. Discounting for the lack of tires and rusty chain, and given you're located in OK...around $350 is my estimate... if the rest of it is really rusty, too, maybe less since there will be a lot of work to get it in riding condition.
Edit: on second look it may be a Super Vitus tubing decal, which wouldn't necessarily change my estimation of value, depending on the grade of Vitus it is.

I would say in the range of $350-$500.00 would be a good range.

I agree with the others. Somewhere in the $300-500 range. Paying $400-500 seems reasonable to me as the overall condition appears to be good. Offering $300 wouldnt be insulting. Low? Yes. Insulting? No.
