Use an allen wrench to loose the stem, then it seems like they are still stuck, give it a gentle but firm hit with a hammer (right on the bolt you just loosened).

The way the stem stays in place is it has a piece that is pulled up when you tighten the bolt, and that sometimes sticks just by friction.
