Finger/Toenails are keratin just like hair. If these things are hazardous waste then so is hair left on the floor of barber shops.

Health Hazard. . .for sure. If the health of anyone is in jeopardy from said particles, then the health hazard for is HIGH. Therefore, hazardous waste. Lets put it in a structure you can even be repulsed at. The homeless guy begging on the street corner has toe nails at least .75 inch long. You notice this because he wears sandals. The next day he comes to your window at the light with a baggie of his "cuttins". He PAYS you to taste them. Would you? For $5000 dollars he won getting four numbers out of five in Powerball. By the way, he bought the Powerball ticket with the money the morons gave him the day before at the same light.
