HI,
I'm looking to set up a lightweight urban assault rig. i will be foregoing any kind of suspension and am looking to use fat tires to be my cushioning. I would think that frame weight would go from 26" to 700c to 29er, but I'm not sure (lightest to heaviest). Obviously, prefer the lightest.

Bikes Direct seems to have some good offerings. Also, I don't want to do drops but rather flat bar or upright style bikes.

I'd go with a 29er. Looks like they offer several. That Titanium Outlook looks pretty sweet.
