I just put riser bars on my bike, and before i has the classic road bike bars. They had those goofy road bike brake levers, also the brake cable has the little cylinder at the end that goes into the brake llever so that it wont come out. I was wondering if its possible to manipulate the existing brake levers to work on riser bars. Or if i buy some brake levers, will i have to run a new cable?

You will need a new brake, and a new cable. Most bike shops can set you up for about 30 or 40 dollars.e
