I think it's a raleigh, judging by the serial, overall look and the three holes in the head tube for the head badge.
I picked this frame up on the cheap from the local used bike/community workshop place, they took a dinged up old campy headset out of the frame, and there's a clamp on cable guide and clamp-on downtube shifter boss but nothing else. It's half bare metal, half gold spray paint. The frame is a 60cm, weighs in around 5-5.5 pounds, English thread bb, seatpost size is 27.2, so I'm guessing reynolds 531. There's top tube cable stops for the rear brake, but no centerpull bridge. Canti studs visible in the pictures are an aftermarket addition. Drop outs are unlabeled, but have threaded holes for chain tensioners and single eyelets. The lugs throughout have these interesting curly patterns.
Serial number is WA5(two spaces or illegible characters)1093. That indicates it came out of the Worksop factory in January 1975.
The relatively light weight, Worksop serial, and the setup for side-pull only makes me think it's an old Professional or something, but it doesn't match anything in the 1975 catalog. And wouldn't a 75 Pro have braised on down tube shifter bosses and no rack eyelets?
The tall steep head tube and no downtube bosses makes me think early eighties than seventies.
