can't find anything.. got any clues? There is no branding info on Quill, frame may be very early araya japan. It a really weird mix of parts.

Thats a 70's 'winn' stem/japanese. May even be .888 size. The non recessed stem bolt is a give away to 70's and pre. Stem shifter recess

thanks! I ended up finding another one on an old Taiwan KHS and figured it must be japanese or Taiwan.

I can't seem to find any mention elsewhere. Unusual but not desirable?
Just old fashioned-they replaced later with a recessed allen bolt/japanese. Functions as it should-desire is in the eye of the beholder I guess.
