I'm planning on checking this bike out, and wondering if I could haggle the price down.

Is the price about right for the components and frame?

mmmm. I take it SGV means San Gabriel Valley, CA? if so, it's a fair price if everything is perfect, no issues with the frame or any components and ready to ride. And it fits.
Otherwise, it's a little high...and if it doesn't fit: forget it.
These were built in LA, and the quality varied a bit...if it's a good one it's about the same animal as a Masi (which is a very good animal)...if it was built on a bad day you'd be better off looking elsewhere.

I have watched the prices on these. Their time has yet to arrive and may never. Way overpriced to the market, not to its value as a bicycle. Frame set, worth about $250. maybe, one a bit smaller than this but with the big chrome job just could not get a buyer for more. Full bike, a really clean one a bit smaller sold in Costa Mesa recently, $450. with better parts. Ouch. The Rodney Dangerfield of vintage race bikes.
Maybe the history, maybe the searching for an identity... for whatever reason they just don't get the market's attention.

Very steep price for a 600 Ultegra tri-color equipted bike. Very steep.
I'm thinking $400.

Just for reference, I sold a very nice Pro Strada last spring on the local CL.
$425.
Similar build with a Dura Ace crank.
Very nice bikes, they ride beautifully.
