Why don´t you try your luck there:http://www.uni-ulm.de/stuve/struktur/referate/fahrradwerkstatt.html
Seems to be something like an open bike workshop.
Save the money for the tools and invest in better bike parts.

No Offense, but this is the precise reason I want to buy my own tools.

The Fahrradwerkstatt is only open from 11:00 - 17:00 on Thursdays. These hours are not very good if you have to work during the day. This month there are two holidays that fall on Thursday so the Fahrradwerkstatt is only open two days in the whole month. The place is also a mess. It's full of junk bikes, parts, and trash. They don't have any frame tools. The one tool for adjustable BB cups was missing a pin. There are no cleaning supplies or rags.

I used to run a bike shop at my university. We were open AT LEAST five days a week and usually much later than 17:00. Members could come in anytime a mechanic was there. The only tools we didn't have were frame cutting and facing tools. We had a solvent tank and a rag service. We had an air compressor.

I figure if I buy a good set of tools I might be able to pay for them buy doing some repairs on the side.
