Complete except for the seat, unrestored. May be ridable but surely needs lube, rubber, cables, general cleaning. I'm looking at is as a commuter. General idea of what I should pay?

Hard to tell the value without seeing at least a pix. Those bikes bring a pretty good price , restored. But, sounds like it needs a lot of work & some parts. IF,,, IF you can do the work yourself, I wouldn't pay any more than $40 MAX.
If you are just looking for a commuter bike,, you could find a better deal.

IMHO, best budget commuter out there is a rigid frame steel MTB. They are plentiful, cheap, can easily accommodate fenders, racks, wide tires, narrow tires, have excellent brakes, etc. And they usually have pretty good components on them.

Which exactly describes my primary commuter for the past several years, a Specialized Hardrock. But I do occasionally ride my '70's Super Sport to work, sometimes my tallbike, an on occasion even my unicycle. I would really like a Dutch commuter, but a C&V English 3-speed in my size is very tempting.

If it really is your size, and the paint and chrome are good, price can easily go over $100; but be sure to consider what you're going to spend on seat, tires &c. and use them as talking points to bring the price down. Why no seat? If it's because there was a nice leather Brooks that the seller decided to keep for himself, the price can and should take a compensatory hit. Very often the tires and cables on a bike like this will look terrible but are in fact okay.
