unable to formulate a valid defense why a slow moving vehicle should be able to block traffic and NOT operate as far right as practicable on this same road without a left hand lane for passing (not the opposing lane, of course)

Sorry but "When there is right-hand lane for traffic" or "When there is no right-hand lane for traffic"
Just strikes me as the oddest and most unnatural "obvious" only two conditions where slow moving vehicles should drive.
And sorry to disappoint but I only came here for the 5 min. argument.
