Is it ok to use 23mm Tubes with a 27mm Tire? I imagine the tube will stretch far enough, but am i pushing the limits too far?

Inner tubes aren't made for a specific tire width, they have a range of widths they will work well with. Common sizes for 700c tires are 18-23mm, 23-28mm, 28-32mm, etc. If yours happens to be a tube that's intended for 18-23, that will be a stretch (pun intended), but it will work. Obviously something like 23-28 would be best.

Inner tubes have a lot more stretch to them than you might expect. I have no trouble using an inner tube intended for a 25mm tire in any tire I've tried. I currently have an 18-25 mounted in a 35mm tire. It works just as well as a larger tube, it's never pinch flatted, and it's had no more or less flats than any other inner tube I've used. It is a little more finicky to install, but as long as you take you're time you'll be ok.

I've used a 26" mtb tube in a 29er tire, don't make assumptions about what I might expect.

Only draw back is any little scratch on the tube will preferentially stretch more than thicker parts of the tube under
pressure and if stretch is far enough might pinhole out. Depends on the QC in manufacture and later storage
conditions. Had a 406 tube that was 25mm rated in a 32mm tire that pinholed repeatedly until I closely
checked the tube and found lots of little scratches that turned out to be the pinhole source.
