Singlespeed & Fixed Gear - Rat bike / beater

Bikeforums.net is a forum about nothing but bikes. Our community can help you find information about hard-to-find and localized information like bicycle tours, specialties like where in your area to have your recumbent bike serviced, or what are the best bicycle tires and seats for the activities you use your bike for.
Hey ya'll!
I just got my first fixed gear (Bowery '84) and I'm already planning to build the next one myself (not actually building it - assemble it myself).
I wan't to make a rat bike / beater and the first thing i need is a frame. Due to my rescent purchase the budget isn't very big but I would like to get started with my project as soon as possible.
I'm planning to spend $200-$300 on the new frame.
Any suggestions on what to choose?

kilo tt frame from bike island = $199.95
but personally, i think beaters are also bad-weather condition bikes so I'ld go for a conversion with clearance for fenders and other goodness.
I'm pretty new to the fixed gear bikes and even a bigger rookie when it comes to conversions.
What should I look for when I go frame-shopping for a conversion - besides the dropouts?

if it's a beater then why spend good money on it. Just buy something off CL that you won't care about
Unfortunately I can't use Wmart. They don't operate in my country.
What does CL mean (might be a stupid question)?

Craigslist, but yours is rather thin on bikes: http://copenhagen.en.craigslist.org/
ebay has some nice old road bikes on the cheaper side

$300 is in the dead zone for bang for the buck. Either spend less or a little more. You want a rat bike? I would do a conversion--- a complete build for $300. Otherwise, spend a bit more and buy something a the level of a Soma Rush.

1. Dropouts
2. Frame size and fit
3. Overall frame condition
4. How many of the other components on the frame will you want to use?
