R12 is an award given by RUSA for riding a RUSA recognized 200k (or longer) in 12 consecutive months.

RUSA is Randonneurs USA - a group that promotes long distance cycling here in the USA.

Thought I'd head that one off at the pass. ;)

I see in the listings, "2009 Dave Zion Westford, MA". And I see some other scattered ones from the northeast. But mainly TX, CA, and northwest.

Be aware that the state listing means he lives there. It doesn't mean he rode all his rides there. I do remember one high-mileage guy on bikejournal.com that lived somewhere up north, but got in lots of winter miles because he spent the winters in Florida.

You might get in contact with your nearest randoneuring clubs, and see to what extent they schedule winter rides.

Tom Rosenbauer runs an excellent R12 series (http://users.rcn.com/trosenbauer/) that a lot of people from the Northeast ride in the winter to complete an R12. I think I've ridden with Dave Zion at least once.

You probably will have to ride some permanents if you want to complete and R12 any further north than PA. It can be very convenient to make your own permanent.

There's quite a few riders with the Seattle Randos putting in 15,000 - 20,000k yearly and riding the majority of their rides right here in Washington and Oregon.
A buddy of mine just finished his 3rd consecutive R-12 year this month. It can be done, but it's not easy getting in those November through March/April rides.

I counted Seattle as the "northwest"- and yes, there were quite a few riders up there on the R-12 list.
