Not sure but i think Major Nichols used to put a similar logo on their seat stays.

I don't think I would pay 500 for an unknown frame. will the seller give you better pics so possibly someone can identify it? how newish are the parts and are they ALL 600 or just the deraileurs?

The value can only be determined by having a close look at the frame, lugs, dropouts, and components. Regardless of a name the value is the quality of construction and components. Most manufacturers made/make both high and low end bikes.
