Bicycle Mechanics - Paul Canti Pivot Sleeves Stuck

Need some repair help with something I haven't seen before. I was at a friends house helping him work on setting up his Miyata 1000 with some more modern parts. He had started putting on some paul touring cantis but it looked like the bike was originally made for 700's so they didn't quite reach right. He put them on about a month ago, has been super busy, and so today we went to take them off and put on some tektro cr720s.

When we took off the paul brakes, we found that the pivot sleeve was stuck on both of the canti-bosses. We tried pulling them off with hands, pliers and wrapped in a towel, and then just some pliers, but neither one would budge. There's also very little to grab. I did a google search but couldn't find anyone talking about something similar happening. It's just a sleeve, so I am surprised that it is so stuck on both sides. He said he's pretty sure he greased the posts (he's pretty good on that kinda stuff) and I imagine that the bosses and posts are steel, so seizing would be somewhat unlikely.

Anyone have any ideas on how to remove these. I am inlcuding a pic of the sleeves stuck on the bosses, and then one pic of what the sleeves look like when not on the bike.

I've gotten ones like that off by heating them with the flame of a propane torch, then twisting off with vise grips.

Overtightening the mounting bolts can cause the canti bosses to mushroom out a bit and cause seizing. If that's what happened, your friend should invest in a cheap torque wrench. And you'll need to use some emery cloth or sandpaper on the pivot to get it down to the proper diameter again before installing new brakes.

Similar dilemma, but with an apparently older design pivot sleeve. I assume that the area indicated in the pic below is a part of the pivot sleeve? So, to start, I need to razor knife the circumferance of the powder coat at the rear of this section? If anyone can tell me I am on the right track I appreciate it...

yes you on the right track ,then use the knife to remove what need or sand it down so the sleeve will fit over it.

Perhaps I was not clear, but I am assuming that the area that I have circled and forward IS the pivot sleeve. I want to remove these in order to use a different brake. I am assuming that the portion in the pic that is circled is a part of the Paul Pivot Sleeve, and therefore that the powder coat needs to be cut first (thus breaking the seal that it would make) before I try to make them budge with vise grips, etc.

It's probably not the Paul's brakes that are the problem. It's the pivots on the frame. I had a Miyata 610 that had the brakes stuck on them for ages. The pivot can mushroom if you tighten them too much. You might have luck with a bearing splitter (http://www.grainger.com/Grainger/OTC-Bearing-Separator-1A807?Pid=search) if you can find one small enough.

I expect Paul made those sleeves because the frame bosses are allover the map, in tolerances.

and someone jammed the sleeve over the boss with the pressing force of the fixing bolt,
rather than dressing the boss with a file, so it didn't take so much force.

+1 on potentially mushrooming the frame boss .

But worst case , Burn paint, take the boss' off the frame
and install new ones , then do a repaint.

In the end, all it took was vice grips. After installation 11 years ago...
