OK, I'm not going to build my own frame, but where else do I put this question?
I am 5' 7" with a 28" inseam. My upper body is longer than average. My friend is 6' 1" and we are the same height when sitting. It's my short legs that prevent me from being a 6 footer.
Are there any frame manufacturers that make frames for people like me? Currently I have a Cross Check but I feel like the bike is too short for me. The leg position is OK, but I feel like my upper body is too upright.
Also, my toes and hands become numb after riding for 45 minutes or so. Is this just because I haven't done a lot of riding and I am not used to it, or can it be the frame is not sized right for me?

toes and hands getting numb is inconclusive. You probably need to give us more measurements, everyone is the same height when sitting. Are your arms long for your height?
What size is your frame now? Top tube length? Stem length?

So everyone has the same upper body size? Really?
Anyway, I guess I should have included some measurement, mine and the frame's.
The seat tube is 54cm (from the middle of the BB to the top of the tube). The top tube is 54cm as well (from the middle of the steer tube to the middle of the seat tube). The stem is 120mm (from the middle of the steer tube to the front of the stem).
My arm is approximately 57cm from the wrist to the start of the shoulder. I have a 28" inseam.

That doesn't look like a 54 to me, more like a 50, did you measure it? Looks more like a 50, but that does approximately match your tt length.
You haven't quite given enough measurements, but it seems like the bike is approximately correct for you. You have a fairly long stem for your frame. You might try flipping it and putting the spacers on top.
