Framebuilders - need someone to make custom tandem handlebar stem for stoker

I am helping a friend with her new tandem bike. In order to get the seatpost low enough, we would need to have a custom handlebar stem for the stoker which doubles as a seatpost clamp.

See photo for existing part.

the replacement part would be identical except for the diameter of the clamp - instead of fitting seatpost, it fits over seat tube.

can someone help with this? or direct me to a framebuilder who can?

Perhaps a shim is available, depending on the relevant diameters.

no, they need to drop the stem down so it fits on the frame. I could do it, but I'm a little reluctant without access to the frame.

I can provide caliper readings to give you an accurate diameter if that helps...
