Anybody knows why he was not picked by astana?

Maybe he just isn't in form.

One possible answer though is, that he showed, ahem, irregular blood counts in internal testing and Astana didn't want to take the chance to see if they "normalise" until the start of the Tour...

He wanted to retire then Astana talked him out of it, perhaps his heart just isn't in it anymore.

This is likely the truth. Oscar, himself, cited that as the reason why he was going to retire last year.

He mainly wanted to retire because nobody offered the money he wanted. Astana offered it, then wanted to change the terms after the contract was signed; he refused and got a late start training waiting for that to sort out; he doesn't feel valued by Astana now and hasn't performed well; in the end they have better options to fill the team. Signing with Astana was a mistake from the get go.
