Most of the single pannier I have found for commuting are rather small. 700-1000cu.in. seems to be the standard.
Between everything I need to bring for my lightweight, but bulky uniform for work plus my lunch I feel better with 1,300-1,400cu.in. but cannot find any single panniers in that size. Can someone direct me to some larger single panniers?
Is 1500 too big for you? http://www.ebikestop.com/axiom_monsoon_waterproof_front_or_rear_pannier_yellowblack-BG6666.php

Not cheap, but you get the pair and they are more waterproof than you are. Well worth the price once you experience the quality.

My Arkel Commuter (http://www.arkel-od.com/us/all-categories/laptop-bicycle-pannier/commuting-bike-bag.html) has the capacity for almost 1500 cubic inches, or 24 liters.
