The clamp on my seatpost looks exactly like this:

The LBS put it on and it fits REALLY tight. I'm concerned that it might be damaging to the seatpost tube. I took it off once to do some maintenance and had to literally hammer it back on later. The seatpost itself fits, but only because I had to sand off about 1.5mm of the inner seatpost tube edge so that it was no longer gouging into the seatpost. I think the clamp on there is the "28.6mm Electra Clamp for Steel frames". My bike is a Kona Smoke, and they take 29.8mm clamps. Should I continue using the 28.6mm clamp? The only one I could find in my exact size is the "Axiom Trekk Seat Collar w/Rack Eyelets". It doesn't look very strong though, unless it's NOT supposed to actually doyble as a seatpost clamp. Advice?

Maybe the bike shop put the Wrong Size Collar on?? Maybe you should take your bike back to them or did you already try that? Having to resort to a hammer was a clue that something was not right.

The Axiom collar should be quite sturdy enough. Most of the load of a rack is borne where it attaches near/on the dropouts.

The LBS tried a few different clamps. I'm about 99% sure that the one they used is the 28.6mm electra clamp, which is the closest size electra or sunlite makes to 29.8mm. They didnt have any axiom clamps there.

I'm not worried about the bike rack attachment not being sturdy enough, but the clamp itself didn't look like it would be that great at holding up a seatpost.
