My wife rides a vintage road bike with stem shifters. She went down riding slowly the other day, and landed on a fence; the brake levers became loose on the bar. It looks like there's some sort of metal strap holding it on, but I see no way to tighten it. Any suggestions on what I need to do to get her brakes to stay put on her bike again so she can ride it?

The screw to tighten the band style clamp is often inside the hood. To get at it you pull on the brake lever. If your lever is standard you'll be able to look in through the gap that opens up between the edge of the lever and the hood body and see the screw head. Unfortunetly this means you need to loosen the cable from the caliper so you can bend it out of the way to get the allen key into the socket in the screw head.
