I'm going to be racing in a one day stage race 18km TT followed by a 22km RR and then an 8 to 9 km hill climb in the middle of Aug
is it worth buying aerobars with out any other aero gear or should I just ride my regular drop bars on my road bike ?

I raced my first stage race and first TT a few weeks ago. I didn't use anything special and it wasn't too bad. Just stay in the drops and you'll be fine. No need to buy them if you won't be using them enough to justify the cost.

Borrow some bars & use 'em if you can get comfortable on them beforehand. If not, no biggie. Sounds like that race will be decided on the hill climb.
22km RR?!?
beg, borrow, or steal them. put them on your bike. ride them every day you ride until race day so you're comfortable.
you don't have to spend a lot of money on aero gear to go fast in a TT... I did reasonably well in our state championship 40k with my regular race bike w/clip-ons, a 404 front (which I use for racing anyway), a $90 disc cover, $40 skinsuit, and a TT helmet.
