I am interested in buying a hardtail. I am a first timer and was wondering if the Norco One25 was a good choice. I don't want to spend anymore than what the One25 is worth. Any comments on this bike and other suggestions are appreciated.

That looks like a pretty damn sweet rig. It's meant for abuse, I would think and most newer riders aren't as smooth as pro's so yeah, that would probably be a good choice. What type of riding do you do?

The riding I would do would mainly be street and some dirt jumping

the one25 should be fine for what you intend to do on the bike.
My friend has a one25, he does DH, DJ and urban on it. He has put the bike through hell and it is running heaps well. For what you want the one25 will be great and shouldn't break.
