Close. I wear 30 inch inseam pants, and I'm also 5'9". I have several bikes, and my largest bike is a 58 cm. The seat is almost all the way down. I had to change the stem to a very short one so I wouldn't be too stretched forward. But I'm comfortable on it.

If you are measuring your inseam correctly, I'd say no. The bike would be far too big. If the inseam measurement refers to your pants size, just possibly yes. But it's impossible to give intelligent advice on bike sizing without knowing your proportions, being able to see you on the bike etc.

A million things (which I'm not knowledgeable about) go into properly fitting one to a bicycle. But we're not Lance Armstrong here; we need bikes that fit us reasonably well, but it's not necessary that they fit us perfectly.
One thing I understand is "standover height". In your cycling shoes and clothes, where is the bottom of your crotch. You want at least 1 inch clearance for a road bike. If you don't have the necessary standover clearance, the answer is obviously "no".

That's a rule of thumb. I have no clearance under me on my CX bike, and it's fine. To a degree, it's a matter of personal preference.
Maybe I should say it's a rule of crotch. ;)
