This seat post is campy but its fluted with the old two bolt system. not sure if its super record or nuovo record?

Looks like a NR that somebody milled. The very early SR was a 2-bolt style, but the flutes were shaped differently than that one.

I think I agree that this is home or frame builder fluting. I don't think Campi would cut through their own name. also i thought the factory fluting had an angle or bevel to the ends rather than a steep cut.

Definately an NR with pantograph fluting. In fact, if there's a "B" on the front it's a Bianchi panto post.
The easiest way to distinguish between the first generation Super Record and a Nuovo Record seatpost with fluting:
SR - bottom cradle pivot drilled all the way through
NR - solid
SR - bottom cradles alloy
NR - steel
SR - fluting fades to more of a point - just like the later SR one-bolt posts
NR - rounded-end fluting
SR - thinner steel top clamps
NR - thicker
SR - post wall thickness is thinner, too
Hope that clears it up for you (a Bianchi panto NR post is still worth some big bucks, and has a cool factor for sure).
It does look like a Bianchi milled Record Seat Post.

To make sure you have a nuovo record seat post, you can always proceed as follows:
1. Acquire small amount of explosive
2. Insert explosive into the seatpost through the opening at the bottom
3. Step away
4. Detonate
5. If there still is a seat post, it's definetly NR :D

The giveaway that the fluting is not original is that it runs through the engraved text on the back of the post.
