I don't know if they are the best, but the SKS Raceblades or Planet Bike speed EZ fenders would be my choice.

If you have an old MTB sitting in the garage, use that. My commuter is an old Stumpjumper converted to commuter duty. If you're buying new; I'd go with a mid-range aluminum MTB, swap out the knobbies for a set of semi or full slicks. Ride it until the components wear out, then replace with something lighter.

I like the Planetbike "full" fenders that I got -- the 60mm ones have plenty (okay, just enough) clearance on the knobby 2.1" tires that came with my trek and there's lots of space for stickers :) I have a suspension front fork so some of the other styles weren't going to fit, but I'm very happy with these -- $25 on amazon

Do you really need to be able to remove them quickly, or are you just concerned about the ability to mount full fenders on a road bike?
I've got full fenders on a Specialized road bike with short reach brakes that don't accomidate. I used some bar aluminum from the home depot to fasion some reacharound brackets for the install. Kind of like these: http://rivercitybicycles.com/product/reacharound-fender-brackets-737.htm

I've used other models of PlanetBike fenders with the Speedez mounts and didn't like them. I could never get the rattle out, and the rubber bands that hold them broke pretty early in the game. After that I used zip-ties.
Road bike with short-reach calipers? The Crud Roadracers (http://www.crudproducts.com/products/roadracer) attach with zip-ties and O-rings. I'll be ordering a set for the Litespeed before autumn, and can report back after that.
While they came with my Trek Portland, I've been using the Bontrager Satellites (http://bontrager.com/model/06536) on my other bikes. The quick-releases mount on the brake studs in place of the washer. The fenders clip on and off. The front mount has clearance issues on my Litespeed and my Schwinn Peloton with 25mm tires, so I use only the rear one on those bikes. Both fit on my Trek 1000 just fine with 25mm tires. Their disadvantage is that they cover only the rear part of the tire. Fine for keeping skunk stripe off, but not much else.

I've got both SKS Raceblades and Crud Roadracers. Here are the pros and cons to both:
SKS come in several widths and can handle larger tires. They only extend up to the back side of the brake calipers, so don't keep your bike as clean as full coverage fenders. They can be a pain to adjust so they don't rub your tires, but stay in place well once adjusted properly. Look rather clunky.
Cruds are very light weight, about half as much as SKS. Harder to install than SKS and won't fit tires larger than 23 mm in my experience. I had to change my tires from 25 to 23 mm to use the Crud fenders. Even then, the front part of the fenders rubbed my tires, so I had to remove the front extension to use them. They look much better than the SKS and are hardly noticable when installed. They are narrower than the SKS, but width should be fine for 23 mm tires, which is all that fits anyway. The zip-lock attachment on top to the brake calipers leaves much to be desired, and I couldn't get mine to pull up as snug or straight as desired.
Bottom line, if you can fit regular full-size fenders on your bike, I would go that route. I've got PB Cascadias on my touring bike, and they are way better than either the Raceblades or the Cruds. However, if you want fenders that you can take off when no needed, the Raceblades and Cruds are acceptable alternatives.
