I just changed the the tire tube on my single speed and it looks like the tire is wobbling. is this normal? Is their some way to fix this?
not normal. Sounds like either the tube is too big, and has a wrinkle or fold, or the tire bead is not correctly seated. If the tire did not wobble before, it should not wobble after.

Most tires I've had wobble a little but if it's a serious wobble that wasn't there before you likely need to deflate and re-seat the bead more carefully and ensure that the tube isn't pinched and piling up as mentioned above. Putting in just enough air to hold the tire in place and then running around the tire pinching it to even up the bead often works.
It could be defective manufacturing. I had a tire with a very pronounced wobble. I remounted it a few times and the wobble followed the tire, indicating a problem with the tire. It was for a mountain rig, and although you couldn't feel any wobble, it was not very comfortable to see on the front.
The shop swapped out the tire, and no more problems.
