Bicycle Mechanics - One cog ghost shift?

it only ghost shifts in the biggest cog in the rear. The rest of the gears are fine...what would cause this?

RD low limit screw may be turned in too far, not allowing the RD to go far enough over to align correctly with the largest cog.
