Hey, so I have been looking for my first road bike and I found one that I like on ebay, but I have not been able to find any info on the manufacturer. The bike is made by TOTO Cycling the model is the Apache. So if you have any opinions on this bike I'd appreciate your input.

Well..... This is obviously a Chinese-made item. Seven-speed rear ends are definitely dated. Looks like stem-mounted friction shifters as well... 249.00? My guess without being able to actually handle the bike is that you would be getting your money's worth at that price, which isn't saying much.
The Chinese-branded items (I see quite a lot of them at the university) are in the category at present of "looking" pretty snappy, but are very heavy and have generally inferior components.
I'd save my money....

Thanks for your help, any suggestions on a good bike to save up for?
Visit a few bike shops and test ride the bikes that you like. Then you'll have a much better idea of what bike to save for and you'll know how much you'll need to save.

Yes... don't pull the tirgger on the internet bike. Visit local shops and ride some bikes, noting size and type of bike you like.
