27" is barely even used on department store bikes anymore, so the choices are going to be limited, and I doubt you'll find anything other than 36h intended for repair on older or lower end bikes.
Why don't you consider using 700c? Unless it's a caliper brake reach issue you can make the switch, and never notice the difference. A 4mm reduction in radius opens you up to a much greater selection of rims and tires, with no negative consequences.
If it must be 27" email the folks at Velocity (http://www.velocityusa.com/default.asp?contentID=514). They offer 27" alloy rims and used to do special drillings on request (don't know if they still do, though)

I'll probably end up going with 700c. I got a free coaster brake hub and I was going to put it on my Takara and make it into a porteur style bike. It has 27s on it now and I figured I might keep the cost down if I could find a rim to lace it up to instead of basically buying a whole new wheelset. Maybe I'll just try to find a 36 hole coaster hub.

I expect the 28 hole coaster hub came out of a small wheel bike
My 16" wheel Brompton uses a 28 spoke wheel
yea 36 hole hub and a 27" wheel are a better combo, particularly if the Porteur load is going on the front of the bike.
a 3 speed with a coaster brake perhaps? without a brake pad to match to rim diameter,
a 700c wheel would be OK too
