This is my first time dealing with road rims, tubes and tires. First how do I inflate a presta valve? Second how do i properly install the tube? And finally, is the installation off the tire the same as that of a wider mtb rim and tire? Thanks

To inflate a presta valve tube, unscrew the little knob on the end of the valve, and either use a pump with a presta head or screw on a presta to schrader adapter and use a pump with a schrader head. Your MTB undoubtedly has a schrader valve tube. Installation of tire and tube is no different than on your MTB or any other clincher tire and tube.

thanks, I'll have to stop by the shop and buy an adapter. I was also wondering if it is possible to add links to a chain. I bought a partially complete bike that just needed wheels. the chain for my purposes is too short, but its a really high quality chain and I don't want to just get rid of it. Is there anyway to add links to the chain?

Yes. You'll need to get a few spare links from your lbs and either have them install it or buy a chain tool. You need to get the same size links as your current chain, either 1/8 (track and BMX) or 3/32, which is normally used on geared bikes but also sometimes on SSFG.
