From some googling, I've found two descriptions of a bike license law in Utah. One implied that every bike must have a license and that the owner of the bike is responsible for obtaining it. The other said that every bike sold by a dealer in Utah needed to be licensed and that the dealer was responsible for obtaining it.
Neither of these descriptions was a cited quote from actual Utah law books (though one was worded in legalese). Neither of these descriptions was dated.
Does anyone know what the true current Utah bike licensing law is? Do any of you have a bike license in Utah? I'd like a dated reference to the exact wording of the current law, if possible.
Update: I've answered my own question, at least with regards to bike license laws in Salt Lake County. Other counties may differ. It also says that every bike ridden in the county must be inspected and licensed. So if your dealer didn't do it already, the individual has to.
