Commuting - Squeaking breaks and problems with tires

Recently when I have been biking i noticed that one of my wheels has a 2-3 inch flat spot that makes a noise whenever it rolls. I am wondering what I can do to fix this. Another problem I have experienced is that my breaks squeak whenever I use them. Any input is welcome.
Does anyone have any advice.

I don't know about a "flat spot" but check the toe in on the pads. What is the flat spot rubbing against?
Any wires/debris near the fork? Looks brake arms? A picture of the spot would be nice
