In thinking about my build I have decided to go with Shimano RD and bar cons, cranks to be determined. However, my LBS has a Campagnolo Mirage QS FD on clearance, would this be compatible with my shifters?

Shimano front/left bar end shifters weren't indexed the last time I checked, so yes.

Right, barend shifters aren not indexed for front shifting so almost any front derailleur can be used with almost any crank and chain as long as you are using a friction shifter. Infinite adjustability and trimming are pretty forgiving.

On my Ritchey Breakaway Cross/touring bike I have a Centaur campy Triple FD, Centaur triple crankset, Forte RD (similar to the shimano skeleton), SRAM shimano cassette, and Shimano Bar End shifters. Works perfectly. Your double mirage will work perfectly with the non indexed bar end shifter.
