If I grab my tire/rim and shake it laterally from side to side it has play. (Yes the quick release is tight.) I took the wheel off of the fork and grabbed the hub and was able to wiggle it in the wheel. Is the problem the wheel or the hub or both? What to replace? I have a 2008 Trek 4300 disc with Bontrager Rangers.

You were able to wiggle the hub or the axle? If the axle is loose, you need to adjust the cones (assuming it isn't cartridge bearings). There should only be slight play when the wheel is off the bike and the play should go away when the QR is tightened.
