what exactly is it and how does it work? is it like a spray on lacquer? do you need framesaver on aluminum or just steel? thanks.

Only need it on steel and from when I used it, it looked like a thick viscous hydrocarbon mixture to me.

It's a wax with added rust and corrosion inhibitors in a volatile solvent. It's only really helpful on steel frames but it can't hurt aluminum. It's absolutely not needed on Ti or carbon.
You strip the frame and spray it into all of the frame tubes to coat the interiors. I spray it into every opening I can find, including the vent holes in the seat and chain stays and fork blades. Then I roll the frame around to be sure the liquid covers every bit of the inside tube surfaces before it dries. Work outside on newspapers and plan on a lot of drips and runs. Let the frame dry in a well ventilated place for 24 hours before recoating or reassembling. I always do two treatments to be sure I got the stuff to cover every surface. Kerosene will clean up the excess without hurting the paint.
Amsoil HDMP seems to be exactly the same product as Weigel's Frame Saver and comes in a larger spray can for less money. You can get it at many autoparts stores.

Linseed oil will also do the job, but applying it is messy.
