Bicycle Mechanics - Is there a way to raise (add) the braze-on hole for the bottle cage?

I want to mount the bottle cage in a little higher position, which can be done by drilling another braze-on hole 2-1/2 inches above the upper hole currently there. Can this be done, and where can it be done--LBS or somewhere else? (I don't have tools)
Your lbs should be able to do this easily. You could just use the lower hole in the bottle cage with the upper braze on, and zip tie the top one.
Getting a true braze-on would mess up the paint, but you can have a rivnut fitted, which is almost as good. Don't require much tools, basically you can get away with a drill, a piece of pipe and a q/r skewer for an improvised mounting tool. But try the lbs, some experience will get it done much faster.
