It's supposed to allow you to quote several posts (in the same thread) in your reply. You click the checkmark icon on all of the posts you want to quote, then click reply to thread. The last couple times I tried it, it didn't work very well.

Yup, check off the icons on the most right besides "Reply With Quote" and once you've marked the posts you want to post, click on the "Reply With Quote" on the very last post that you checked off and viola!
