Here's a side-by-side of the two. I copied the 2010 specs before Surly updated their site. The changes are highlighted in red. The frame size, stem length, etc are unchanged for the most part so those data are in hidden columns if you care to look at them.

I am having a hard time justifying the cost of a full build and this still looks like a good outfitting.

One of the 2010 specs does not match my bike as received. The rear derailleur is a Deore LX rather than the SLX that Surly lists for the 2010 models. Mine was bought in spring this year.

Most of the changes look like a wash to me with the biggest cost savings being in the crankset. The invisible change not really shown in a spreadsheet is the frame redesign.
