Why aren't threads about winter and specifically winter cycling being moved into the Winter Cycling Forum?

This one, for example, was in Training and Nutrition, and was moved into General Cycling. I don't get it ... we have a Winter Cycling Forum for questions like this ... why not use it??

Same with all the winter questions in the Road forum and other places ... we've got a perfectly good forum for such things. Why aren't posters being encouraged to use it? Are the mods here unfamiliar with the Winter Cycling Forum? I think the Winter Cycling Forum could be quite an interesting, active forum, but I presume that not too many people know about it.
