I built my own LED headlight and it works great but I need a solution for mounting the Li-Ion battery pack to the stem. I have been using a nylon backpacking type of strap and it is difficult to use and does not hold well. I really like the silicone rubber strap on my Knog flasher light but I can't find a strap like that. Looking for something made of rubber that stretches and is easy to put on.

I use a REI velcro one with a buckle. I think they were 2 for $4

I carry my battery in a 2nd water bottle. I cover the top with 2 thick sandwich bags and 2 or 3 rubber bands. I used it through torrential downpours and through the new england winter in subfreezing temps. I wrapped the battery in a couple layers of thin bubble wrap for thermal and shock protection
