I wear a 38L jacket. I found a 40S jacket online that I am really fond of. If I buy the 40S, will I be able to get it adjusted to fit accordingly and look proper?

Possibly not. The difference in torso and sleeve length on the 40-short may not make up the difference between the excess in a 38-long. Then again, there's a chance it's the same torso/sleeve length and just needs taken in at the sides.
